LandControl/The new era
Ownership tells you who owns the land. Contractual-control data begins to reveal who controls the opportunity.
The legislation
From 6 April 2027, the Provision of Information (Contractual Control) (Registered Land) Regulations 2026 will require qualifying contractual control agreements over registered land in England and Wales to be reported digitally to HM Land Registry.
For the first time, information about arrangements such as option agreements, conditional contracts, pre-emption rights and certain promotion agreements will begin entering a structured reporting system.
Until now, knowing who legally owned a piece of land did not always tell you who actually controlled its development potential. A landowner could still hold the title while a developer had already secured an option or other contractual right over the site.
The new regime changes that.
Developers, promoters and other parties will have to provide information including the land affected, the parties involved, the type of agreement and the period of control. Changes such as assignments, variations, exercise and expiry can also trigger further reporting requirements.
The result is a completely new layer of intelligence entering the UK land market.
